Chris Carmona

Claims Manager

Chris Carmona is currently the Risk Manager for the Cities of Redding and Fairfield, where he manages claims, litigation, insurance, ADA Coordinator and Admin Hearing Officer duties. He was a former employee of both agencies and currently has remote and on-site office hours. He also consults on risk management and claims for SCORE, CJPRMA, CIRA and other entities.

Jerry Bowen

Claims Supervisor

Since 2000, Mr. Bowen has been immersed in Claims Management. He is experienced with auto, personal injury, civil rights, and employment related claims. Mr. Bowen holds an Associate in Claims from the Insurance Institute of America.

Debbie Johnson

Claims Supervisor

Ms. Johnson has nearly 30 years of experience as a claims supervisor. She is well-versed with Bodily Injury claims and the unique nuances of claims administration for California public entities. She holds a BA in Management from the University of Phoenix.

Randy Lingenfelter

Claims Supervisor

Mr. Lingenfelter has over 30 years of experience working in the claims industry. His career began in 1991 and he has held several positions throughout his career, most recently a management position in the role of Claims Supervisor. Mr. Lingenfelter brings extensive public entity experience to the table– working in the public entity arena for the past 20 years. Mr. Lingenfelter holds a degree in Business Administration from Fresno State University.

Rose Melchor

Claims Supervisor

Ms. Melchor has 35+ years in the insurance claims business. She has spent the last 12 years handling and managing public entity claims as a Senior Claims Adjuster and a Litigation Manager for a Joint Power Authority implementing processes and oversight of excess exposure claims.

Jessica Pickering

Claims Supervisor

Ms. Pickering earned her Associate of Arts degree from Santa Ana College in 1996, where she completed her general education requirements, along with several insurance-related courses. In her 23 years in the industry, Ms. Pickering has handled a vast range of claims including, first and third-party auto liability, property and injury, livery, garage keepers’, personal general liability, homeowners, property, commercial vehicles, cargo, and public entity general liability. For five years she handled all the claims for a small JPA consisting of seven school districts in the San Gabriel Valley. Ms. Pickering also is fluent in Spanish.

David Trautz

CPCU, ARM-P, AIC-M

Claims Supervisor

Mr. Trautz has provided oversight and supervision of General Liability claims for self-insured Public Entities, including Bodily Injury, Property Damage, Errors and Omissions, Personal Injury, Civil Rights Violations, and Employment Practices Liability. Mr. Trautz earned his Bachelor of Arts in Liberal Arts and Sciences from California State University Fullerton, an Associate in Claims – Management (AIC-M) from The Institutes, and an Associate in Risk Management for Public Entities (ARM-P) from American Institute for Chartered Property Casualty Underwriters.

Ms. Hunt has 26 years of experience in the industry. She has been focused on subrogation recovery for public entities for 15 years.
